Water-repellant soil/mulch

Hello! This is my first post to this forum :)

I'm looking for some wisdom to help with our soil and mulch, which is very water-repellant.

It's very dry. We have quite a few eucalypts dropping leaves (and their oil). It has an old (5 years?) thick layer of half-decomposed mulch, which has patches of white in it that I guess are fungus.

I've heard that the best thing to do is to spray soil wetter and/or incorporate organic matter into the top few inches, and then immediately apply mulch... but I think we already actually have too much mulch, which is further preventing the water from penetrating. The idea of removing mulch feels weird, especially if I'm just going to re-mulch.

Any thoughts on the best course of action?
