Photinia Bugs??

| I've found some little green spots on the leaves on the very end of the branches. They aren't like spot fungus they can actually be smashed and wiped off. I'm not sure if they are bugs or not. Can anyone help me? Also, do you think that the soap spray would get rid of whatever it is? Thanks. |
