Bay Tree Suckers

My mother's Bay Leaf Tree is approximately 20 years old and has suckers coming up everywhere underneath the tree. She has been cutting them down but they keep reshooting. Has anyone any ideas as to how to eradicate these suckers? Thanks,

damage the points from which they are growin beyond recognition LOL. mmmmmmmmm Maybe cutting them off if you can see them then tapin over them with some water tape that will stop them growin. ummmmmm or cut em off and threaten it i have threaten plants about doin things LOL and they dont do it anymore its kinda weird but hilarious!!!!!
