If she's after Fragrant Cloud, that's the variety she'll want, and may not be happy with a substitute. It's is as you say a deep orange red colour, that some say is difficult to blend in the rose garden as there's not too many other roses of this colour, but it's the fragrance most people grow it for. Often billed as one of the most fragrant roses ever.
You may also see FC around and in books under it's "proper" name of Duftwolke. As a bush it is readily available, but I don't know about as a standard, specialist rose nurseries should be able to help
A quick check of the Treloar site doesn't help I notice they have Pat Austin as a standard....that would be very very pretty and it has a powerful tea scent.
...If I was your mum though, I'd want you to ask before giving me a similar coloured standard of a different variety (not that PA is all that similar to FC..).
