How do you effectively get rid of this environmental weed?

We ripped the most plants out of our front garden in mid October but they are already poking new shoots out.

I Zero-ed them last week but nothing seems to be happening...

Persistence, Maki, persistence. Just keep attacking with Round up and patience. It will eventually disappear but you will have to keep working on it.
Try light deprivation then spray.
