What has happened to this lime tree?

My litttle lime tree has been in place for about four years but has never blossomed nor borne fruit. Parts of it look half dead. Can anyone tell me what is causing this please and how it should be treated?

| I would Check water quality and quantity
Make sure its in full sun
Make sure its getting NPK and trace elements little and often
By the look of it you have other big trees nearby, that wont help
Check soil ph
Then its down to insects or nematodes
Perehaps the wrong rootstock |
