I have had a frangipani in for about 3 years now and its has hardly grown. What can I do to get it moving - water?fertilizer? etc

Need plenty of water,complete fertilizer in spring.Dig some Blood nBone into the soil.They thrive in the monsoon seasons up north.So water regularly,like plenty of sun.Hope that helps,Graeme.
