Melaleuca in Portugal

There is a large Melaleuca tree in the gardens of the Estoril Casino, near Lisbon, presumably planted in the 1930's when the casino was built. I am trying to identify it, but am not a botanist and need help. Can anybody ID the tree for me???
There are photos of the tree at the following:

The foliage and flowers first made me think Melaleuca incana but even 70 years of growth couldn't lead to a tree the propoprtions of which are shown in your last photo.

So, by its growth habit, I'll guess a clear white-flowered version of Melaleuca ericifolia.

I will research M. ericifolia (the current consensus of opinion, from some supposed experts, not in this Forum, is that it is M. lanceolata).
