Help save this endangered Penda

Hello, this Golden Penda has been in a Brisbane backyard for over a year now and it is not thriving.
History:
* Three years ago, a cocos palm was removed from this spot and the stump was ground down.
* Two years ago, I put down a good amount of compost in the area and dug it into the ground. A couple of months after that I planted a Lemon Myrtle tree, around 150cm tall. Because the soil here is quite clay-heavy, we dug the hole quite deep. It never thrived and always seemed to dry out really quickly. It died 6 months later :-(
* A year ago we planted this Golden Penda. It was around 60cm tall when we planted it and is now not much taller. As you can see from the picture the leaves are spotty and yellow and there is no new growth.

We have other natives in the area, Grevilleas, that are very happy. Help! I'd like this tree to live and thrive, but I don't know what's wrong with it.
