black bugs attack chives - HELP

There are literally thousands of tiny black bugs on our chives and not on the companion lemon thyme. They seem very particular. What are they and more importantly, how can they be eradiciated and can the chives be saved? PLS HELP

Maybe a black aphid. I've seen such things on Aliums before. They attacked my Russian Garlic, black aphids and the sticky goop they exude makes a hell of a mess. Try soapy water, or a gentle pyrethroid insecticide just on the affected plants.
