How long for Cumquat to start flowering?

Hi everyone,

I bought a Cumquat tree from Bunnings, Nagami variety I think, in March this year. The tree seems to be doing well, at least it hasn't die yet and it slowly growing new branches and new leaves.

I'm just wondering, how long does it for it to start flowering and bear fruit? The reason I asked is because I went to couple of nurseries and their cumquats look much younger than mine but already start to have couple of fruits.

Another question, the person at a large hardware/gardening store told me when replanting just take the tree out of its old pot and put inside the new pot. Recently though I read on on a forum that I should've loosen the root before planting. Is this is the reason why the tree is not progressing very far? It may think that it's still in the old pot?
