This tree has just finished flowering - large white flowers

It is a drought hardy one growing in Northwest Slopes and Plains

This looks like a Catalpa ovata, native to China. It should be making up to 30cm long beanlike pods by now. Several species exist in China and the US. Another common Catalpa in gardens is the C. bignonioides (nice tongue twister), which has yellowish flowers. There's also a hybrid of the two which is called Catalpa x erubescens.

Im pretty sure it is Paulownia tomentosa.

well, this is a tricky one, the tree is in my new house, so I'l have to wait till I go back out there to have a closer look. Allthough I'm pretty sure there where no bean pods yet and it is Novenber. But the flowers are just the same on Paulownia tomentosa only they are not white. I think I will have to wait and see the seed pods.

Hi again! Paulownias do have white varieties - I used to have one in the house I grew up in. It did have a slight mauve splash in the throat, but nothing like the purple species one. This link describes Paulownia well - also gives you a written direct comparison with Catalpa - in the "similar species" section. Good luck!

You're right lillypilly, my mistake. I didn't double-check. At least I got the Chinese part right...
