Chinochloa rubra from seed

Hi there down-under,
Im living in the Faroe Islands, in the north atlantic between Norway and Iceland, and due to the Gulf stream we can grow several exotic plants, hebe, embothrium, hoheria, nothofagus etc.
I have bought some chinochloa rubra seeds from chilterns in the UK and now I wonder how to germinate them - outside for the winter or ?
Any advice much appreciated.
