Tup, I think its Agave attenuata - "Fox-Tail" Agave.

Love those - echiums are they? as well. What a fab street

I was perusing through my flowers of Madeira book and low and behold there is a Agave attenuata.
Very fitting as, I think , the blue flowers are Pride of Madeira
