Gymnocalycium Mihanovichii cactus

Gymnocalycium Mihanovichii cactus is two and a half years old and appears to be healthy. It develops every year 5 - 8 buds, however it produced blossoms only for the first year. Now, for more than one year, buds cease to develop just before blossoming. Why would the buds stop developing to blossoms?

The general things: did it have a cool time over winter? Was it reliably watered when spring came? Enough light? (Mine's sitting like a broody chook on a plastic egg - sunlight has been very rare this year.) Fed over the growing time? Not suffering from a hidden case of rot?

Usually they're reliable - unless the sun hasn't been seen for days and days.
